Heat Pump HVAC & Heat Pump Water Heater Rebate
Per measure, from the July 2025 application. Heat pump water heater: $2,500 gas-to-electric, $1,000 electric-to-electric. Heat pump HVAC and mini splits (limit 2 systems): two-stage $1,500 gas-to-electric / $600 electric-to-electric; variable-stage $2,500 gas-to-electric / $1,600 electric-to-electric. ENERGY STAR smart thermostat: $100 (limit 2, must be Wi-Fi enabled). A rebate may not exceed the project cost, and combined incentives from all sources may not exceed it either.
Roseville Electric's combined heat pump application pays $2,500 for a heat pump water heater replacing gas ($1,000 replacing electric), and for heat pump HVAC or mini splits $1,500 two-stage / $2,500 variable-stage replacing gas and $600 two-stage / $1,600 variable-stage replacing electric, plus $100 per ENERGY STAR smart thermostat. Water heaters must be NEEA Tier 3 or 4; heat pumps must be multi-stage at 15.2 SEER2 / 7.7 HSPF2 with HERS CF3R duct verification. Retrofits on Roseville Electric service only, City of Roseville permit required, submitted within 90 days of purchase or installation.
Guidance
Roseville Electric pays $100 to $2,500 per measure on one combined application covering heat pump water heaters, heat pump HVAC and mini splits, and ENERGY STAR smart thermostats. Open to existing homes served by Roseville Electric Utility doing retrofit work. Amounts turn on two things: whether the heat pump replaces gas equipment or electric, and for HVAC whether the compressor is two-stage or variable-stage.
Homeowner Tasks
- Confirm the home is on Roseville Electric
The installation address must receive electricity from Roseville Electric Utility. A Roseville mailing address alone is not enough.
- Sign and date the application
The account holder's signature and date are required, and the account number and installation address must match the utility account.
- Choose who the check goes to
Name the rebate recipient — account holder, co-applicant, property owner, or the project contractor. When it is the contractor or a third party, the payee tax section (tax status plus federal tax ID) must also be completed.
- Keep the itemized paid-in-full invoice
It has to show total project cost before rebates, any rebate already advanced, permit fees, and the net balance due. The rebate cannot exceed the project cost.

- Pull and close a City of Roseville building permit
The issued permit is a required attachment. City of Roseville Building Department: (916) 774-5332.
- Install equipment that meets the program spec
Heat pump water heater must be NEEA Tier 3 or Tier 4. Heat pump HVAC and mini splits must be multi-stage with at least a 2-stage compressor and meet 15.2 SEER2 / 7.7 HSPF2. Smart thermostats must be Wi-Fi enabled and ENERGY STAR certified.
- Record the staging tier accurately
Two-stage versus variable-stage decides whether an HVAC claim pays $1,500 or $2,500 (gas-to-electric), $600 or $1,600 (electric-to-electric). Select the matching tier on the application.
- Complete Title 24 duct verification
Duct work must pass Title 24 via a HERS CF3R. A ductless mini split has no duct work to verify.
- Fill in the measure details the form asks for
Manufacturer, tonnage, quantity, ductless yes/no and the AHRI certificate number for HVAC; make, model, quantity and Wi-Fi yes/no for a thermostat; manufacturer for a water heater; plus the price before rebate for each measure claimed.
- Attach the measure-specific proof
Spec sheet listing the UEF rating for a heat pump water heater; ENERGY STAR certified label for a smart thermostat.

How to Submit
Submit through the online portal at roseville.ca.us/rebates (per-measure applications at rosevillerebates.my.site.com), by mail to Roseville Electric, 116 S. Grant St. Suite 100, Roseville, CA 95678, or by email to rosevilleelectric@roseville.ca.gov. The application must be submitted or postmarked no later than 90 days from the purchase or installation date. Incomplete applications are rejected, so send the signed application, the paid-in-full invoice, and the City of Roseville building permit together, plus the UEF spec sheet (water heater) or ENERGY STAR label (thermostat).
