Silicon Valley Power Water Heating Rebate
Gas-to-electric: $5,500 base + $500 FRAP + $500 LIHEAP. Electric-to-electric: $500 base + $250 FRAP + $250 LIHEAP. Total rebate cannot exceed net purchase price (including equipment and installation labor). Panel upgrade add-on ($1,500+) and Smart Panel ($4,000+) are separate. Cannot pair appliance rebate with pre-wiring rebate for the same appliance.

Guidance
Silicon Valley Power offers rebates ranging from $500 to $6,500 for replacing an existing water heater with a new heat pump water heater, with additional bonuses for electrical panel upgrades. The highest rebates are available for gas-to-electric replacements and income-qualified customers enrolled in FRAP or LIHEAP. Only existing residences receiving electricity from Silicon Valley Power are eligible.
Homeowner Tasks
- Verify property eligibility
Confirm your home is an existing residence receiving electricity from Silicon Valley Power. New construction is not eligible.
- Verify income qualification status
To receive bonus rebates, you must be enrolled in the Financial Rate Assistance Program (FRAP) or LIHEAP prior to purchase, with income verified within the last 12 months.
- Submit the rebate application
Apply online at SiliconValleyPower.com/Rebates within 60 days of the purchase date.
Contractor Tasks
- Install eligible equipment
Install an ENERGY STAR certified heat pump water heater. Gas-to-electric replacements must have a UEF of 3.30 or higher (unless on the NEEA 120V list), and the old gas unit must be removed.
- Obtain a building permit
Obtain the necessary permit through the City of Santa Clara Permit Center and provide proof of issuance.
- Take before photos of the equipment
Capture a photo of the previous appliance showing the surrounding area, and a clear photo of the manufacturer nameplate showing the serial number, model, manufacture date, fuel type, and capacity.
- Take after photos of the installation
Capture a photo of the new appliance showing the surrounding area, and a clear photo of the new nameplate showing serial, model, manufacture date, fuel type, capacity, and NRTL certification mark.
- Provide an itemized invoice
Ensure the invoice shows the contractor name, address, phone, state license number, matching installation address, itemized costs, and the make and model of the new appliance.
- Provide a signed W-9
If the rebate payment is being assigned to the contractor, submit a W-9 signed within the last 12 months.
