Guidance

The Silicon Valley Power Electrical Upgrades Rebate provides $50 to $4,000 for residential electrical improvements, including main panel upgrades, smart electric panels, and appliance prewiring. To qualify, upgrades must support home electrification, such as installing a Level 2 EV charger or converting a natural gas appliance to an electric appliance. Bonus incentives are available for income-qualified customers.

Homeowner Tasks

  • Submit the rebate application online

Apply online at SiliconValleyPower.com/Rebates or submit the PDF application via email/mail within 60 days of the purchase date or final permit approval.

  • Obtain necessary building permits

Ensure a necessary building permit is secured through the City of Santa Clara Permit Center and provide proof of permit issuance.

  • Verify income assistance enrollment

If applying for bonus rebates, confirm you are actively enrolled in the Financial Rate Assistance Program (FRAP) or Low Income Home Energy Assistance Program (LIHEAP) prior to the equipment purchase date.

  • Provide a signed W-9 for third-party payment

If assigning the rebate payment directly to your contractor or a business, provide a W-9 signed within the last 12 months.

Contractor Tasks

  • Perform work with a valid C-10 license

All electrical upgrade work must be performed by an electrician holding a valid C-10 license.

  • Capture 'Before' and 'After' photos

Take photos of both the previous natural gas appliance and the newly installed electric appliance, including clear shots of their manufacturer nameplates (showing serial number, model, manufacture date, and fuel type). Ensure the surrounding area is visible.

  • Provide a fully itemized paid invoice

The invoice must include the C-10 license number, subtotaled electrical upgrade costs itemized by circuit/panel, and the make and model numbers of the installed appliances or hardware.

  • Provide smart panel local control documentation

If installing a smart electric panel, provide manufacturer documentation proving access to a local control interface (like a REST API) in case cloud-based monitoring drops.

  • Document complete gas meter removal

If the customer is applying for the Smart Choice Bonus, provide proof that the existing gas meter to the home was completely removed.

Applications and all required supporting documentation must be submitted within 60 days from the date of purchase or final permit approval.
New construction properties and customers who have previously received a rebate for an electric panel upgrade within the last 5 years are ineligible for this program.
Rebates up to $600 will be issued as a one-time bill credit on the Silicon Valley Power utility bill. Rebates over $600 will be paid by check. Please allow 2 to 3 billing cycles for processing.
Income-qualified customers enrolled in FRAP or LIHEAP prior to the purchase date can unlock significant bonus rebates, up to an additional $1,000 for certain panel upgrades.

Stackability: Smart electrical panel ($4,000; $5,000 FRAP; $6,000 LIHEAP) is a standalone rebate with no concurrent-rebate requirement, but a panel partly funded by another program is ineligible and so is an address that received a panel rebate in the previous 5 years. Main service panel upgrade ($1,500 plus up to $1,000 income bonus) and prewired circuits ($500 each up to four, plus up to $500 each income bonus) are ADD-ON rebates: "you must have another SVP home electrification upgrade or EV charging station rebate in progress." An SVP EV charging station rebate therefore anchors a panel upgrade on a standalone charger job; a heat pump is not required. A prewired EV circuit cannot be combined with the EV charger rebate for the same appliance. Circuit pausers or splitters: $50 plus up to $100 income bonus after a Level 2 charger or gas-to-electric conversion is installed. Add-ons: one per measure per service address every 10 years, apply within 60 days of permit issuance or purchase. Smart panel: one per service address, apply within 60 days of final permit approval.
