Sonoma Clean Power Heat Pump HVAC Rebates
Standard rebate: $1,000 for a heat pump HVAC or hydronic heating/cooling system; air-to-water hydronic systems that also provide water heating earn up to $3,500. CARE/FERA (and HEEHRA participant) customers instead receive 50% of project costs remaining after all other rebates are applied, up to $10,000. SEER2 minimums: ducted 17.2 or higher, ductless single-zone 19.1 or higher, multi-zone 16.2 or higher (HEEHRA participants may substitute any ENERGY STAR-rated equipment approved by that program). Rebates cannot exceed total project cost. One rebate per equipment type per account. New construction ineligible except fire rebuilds; dual-fuel systems strictly ineligible. Heat recovery ventilator rebates ended June 1, 2026.

Homeowner Tasks
- Provide a recent PG&E utility bill.
Upload a copy of your most recent PG&E bill from the last 60 days. It must match the installation address and show Sonoma Clean Power electric generation charges.
- Confirm the property and project type eligibility.
Ensure the property is located in the Sonoma Clean Power service territory and the project is an existing building upgrade or fire rebuild, not standard new construction.
- Determine income-based program eligibility.
If you are enrolled in CARE, FERA, or participating in HEEHRA, indicate this to claim a higher rebate amount covering 50% of remaining project costs up to $10,000.
- Obtain a final paid invoice.
Keep a copy of the final paid invoice or receipt from your contractor showing the full cost of equipment and labor.
Contractor Tasks
- Ensure equipment meets strict efficiency requirements.
Install systems that meet SCP's SEER2 minimums (>= 14.3 SEER2 for outdoor units) or are ENERGY STAR certified if the customer is a HEEHRA participant. Dual-fuel systems with gas heating elements are prohibited.
- Obtain a finalized building permit.
Secure a building permit that has been signed and finalized by the local building department, as this is required for the application.
- Take clear photos of the installed equipment.
Capture photos of the newly installed indoor and outdoor units, including nameplate photos showing model and serial numbers. For Hydronic and HRV systems, a general photo of the installed system is required.
- Submit the online rebate application.
File the application within 90 days of the final permit date, attaching the final signed permit, paid invoice, and equipment photos.

How to Submit
Submit an online application within 90 days of project completion (final permit date). Required documents for Heat Pumps: Final Permit, AHRI Certificate, Paid Invoice, and Nameplate Photo(s). For Hydronic/HRV: Final Permit, Paid Invoice, and Photo of Installed System. Rebates are paid by check to the customer or a designated recipient. Customers can choose to donate $25 of their rebate to a community partner.
