Per-ton measures (5-ton max): ducted heat pump replacing gas $667/ton; ducted heat pump replacing electric heat pump $424/ton; split/package AC $424/ton; ductless mini-split replacing wall furnace and window AC $1,144.80/ton; ductless mini-split replacing wall furnace only $600/ton. Flat measures: 240V HPWH $1,350 (replacing gas under 75 gal), $1,128 (replacing electric), $687 (replacing gas 76+ gal); 120V HPWH $800 (replacing gas under 75 gal), $500 (replacing electric), $500 (replacing gas 76+ gal); induction cooktop or range $424. Per-square-foot measures: attic insulation $1.07/sq ft, wall insulation $1.06/sq ft, duct sealing $0.53/sq ft. A single measure tops out at $5,724 (5-ton mini-split fuel substitution); combining measures across a home can total more. The published $265 floor models the smallest per-square-foot job in a 500-3,000 sq ft band (500 sq ft of duct sealing); the program sets no minimum treated area, so a smaller job pays proportionally less. Every incentive is capped at the equipment purchase price and at the eTRM measure package IMC cap.
Enhanced SCE rebates for customers in disadvantaged and hard-to-reach communities: insulation, duct sealing, heat pumps, mini-splits, heat pump water heaters, and induction cooking, on top of a no-cost home energy assessment.
Guidance
The Home Performance Plus (HPP) program provides enhanced rebates up to $5,000 for Southern California Edison (SCE) customers making HVAC, water heating, and weatherization upgrades. The program focuses on electrification and is available exclusively to single-family homes under 3,000 square feet located in designated disadvantaged or hard-to-reach communities.
Homeowner Tasks
- Verify your home's eligibility
Confirm that your home is located within an eligible DAC or HTR zip code and is less than 3,000 square feet.
- Provide a recent SCE utility bill
Provide a copy of your utility bill to verify your account number, customer name, and service address.
- Complete a Home Energy Assessment
Schedule and complete the mandatory no-cost Home Energy Assessment prior to any equipment installation.
- Sign the Customer Rebate Participation Agreement
Review and sign the participation agreement prior to the installation of any new equipment.
Contractor Tasks
- Verify Trade Ally enrollment
Ensure your business is registered and authorized as an HPP Trade Ally before beginning work.
- Take pre-installation photos
Capture geotagged and time-stamped photos of the existing equipment, clearly legible nameplates, and a zoomed-out photo of the installation site.
- Install eligible equipment and provide spec sheets
Install equipment meeting minimum efficiency requirements (e.g., 16 SEER2, 8 HSPF2, or 3.3 UEF) and provide the manufacturer specification cut sheet.
- Obtain a building permit
Secure the necessary municipal building permit for the installation.
- Take post-installation photos
Capture geotagged and time-stamped photos of the newly installed equipment, new nameplates, and a photo of the safely capped gas line if performing a fuel substitution.
- Submit final invoices and HERS report
Provide an itemized estimate, a signed final invoice clearly marked as 'Paid', and the full certified HERS report (CF3R package).
Qualification
- Income-qualified
Eligibility is geographic and categorical rather than a per-household income filing. The property must sit in a Disadvantaged Community (DAC), low-income community, or Hard-to-Reach (HTR) area within SCE electric territory; HPP is the equity track of SCE's residential portfolio. Renters qualify alongside owners. Separately, when a project carries a customer copay the customer must NOT be enrolled in a state assistance program (CARE/FERA, CalFresh/SNAP, CalWORKs/Tribal TANF, LIHEAP, Medi-Cal/Medicaid, SSI, WIC, NSLP, tribal Head Start, or BIA General Assistance).

Customers: schedule the no-cost Home Energy Assessment at homeperformanceplusca.com or by calling (888) 662-1637. An Energy Advisor confirms eligibility and recommends measures. The assessment must be completed before installation. Contractors: enroll as an HPP Trade Ally through CLEAResult.com/trade-ally/hppresequity. Enrollment requires a signed Trade Ally Participation Agreement and a W-9. Rebate applications are submitted through the QuickBase application portal.
