Multifamily Energy Savings Program
Standard rebates are up to $6,000 per unit for electrification (heat pump HVAC, HPWH, induction). Deed-restricted affordable housing properties can receive an additional $1,200 per unit through the Low Income Families and Tenants (LIFT) program, for a total of $7,200 per unit. Additionally, a Strategic Energy Management track offers up to $6,000 per property for operational energy savings.
Existing multifamily rental housing (5+ units) can receive rebates for comprehensive energy upgrades including heat pump HVAC, heat pump water heaters, induction stoves, and insulation. Higher rebates are offered for affordable housing properties.
Guidance
The MCE Multifamily Energy Savings Program provides rebates for comprehensive energy upgrades, including heat pump HVAC, heat pump water heaters, induction stoves, and insulation. To qualify, the property must be an existing multifamily rental building with 5 or more units. Higher rebate amounts are available for deed-restricted affordable housing properties.
Homeowner Tasks
- Confirm your property qualifies as an existing multifamily rental housing building with 5 or more units.
Single-family homes or buildings with fewer than 5 units are not eligible.
- Submit an interest form to the program administrator (Association for Energy Affordability).
This is required to begin the scoping process.
- Work with an assigned energy advisor to determine the project scope.
An advisor will help plan the comprehensive energy upgrades before any installation begins.
- Provide proof of deed-restricted affordable housing status, if applicable.
Required to qualify for higher income-qualified rebate amounts.
Contractor Tasks
- Plan eligible comprehensive energy upgrades for the property.
Upgrades should include heat pump HVAC, heat pump water heaters, induction stoves, or insulation.
- Prepare and provide all pre-installation technical documents.
This includes the scope of work, equipment cut sheets, energy models, and supporting calculations.
- Wait for pre-installation approval before beginning any work.
The project must be scoped and approved with the program's energy advisor before installation starts.

Properties that qualify as deed-restricted affordable housing are eligible for the LIFT Program bonus of $1,200 per unit in addition to standard MFES rebates. Qualifying properties must have a valid deed restriction for at least 3 years and offer at least 50% of units to income-qualified tenants at below-market rates.
