Homeowners can get up to $5,000 off a new solar PV system through an ODOE-approved contractor. Low and moderate-income households qualify for higher per-watt rates.

Guidance

The Oregon Department of Energy (ODOE) provides a rebate of up to $5,000 for homeowners installing a new solar PV system. The rebate is applied as an upfront discount by an ODOE-approved contractor, and low- to moderate-income households may qualify for higher per-watt funding rates.

Homeowner Tasks

Hire an ODOE-approved contractor
You must use a contractor specifically approved by the Oregon Department of Energy to be eligible for this rebate.
Confirm your household income level
Determine if your household is at or below 100% of the Oregon State Median Income to see if you qualify for higher per-watt rates.
Verify the upfront discount
Ensure your contractor applies the rebate amount directly as a discount on your final installation invoice.

Contractor Tasks

Verify ODOE-approved status
You must be an actively approved contractor with the Oregon Department of Energy to offer and process this rebate.
Submit a pre-enrollment application
You must successfully reserve project funds prior to starting any construction.
Apply the upfront discount
Pass the entire approved rebate amount to the customer as a clear upfront discount on their invoice.

Pre-enrollment is strictly required. If construction starts before funds are officially reserved, the project will be completely disqualified.

Income qualification impacts funding levels. Low- and moderate-income (LMI) households at or below 100% of the Oregon State Median Income receive a higher $/watt rate and a higher percentage cap.
