Solar + Storage Rebate (LISP Solar)
Calculated at $0.75/W ($750/kW). Capped at the lesser of $30,000 or 50% of the net system cost. Paired storage is also eligible for up to $15,000 ($300/kWh), capped at 60% of net cost.
Low-Income Service Providers (LISPs)—including affordable housing, non-profits, and local governments—can receive up to $30,000 for installing solar PV systems through the OSSRP.
Guidance
This incentive provides up to $30,000 for new solar PV systems installed by qualifying Low-Income Service Providers (LISPs) in Oregon. The rebate covers up to 50% of the net system cost and is applied as an upfront discount by an approved contractor.
Homeowner Tasks
- Confirm eligibility as a Low-Income Service Provider (LISP).
Applicant must be an affordable multi-family housing developer, nonprofit, or tribal/local government entity serving low-income individuals in Oregon.
- Select an ODOE-approved contractor.
You must work with a contractor who is officially approved by the Oregon Department of Energy for this specific program.
Contractor Tasks
- Secure a rebate reservation.
You must secure the rebate reservation before any construction begins on the project.
- Provide the net system cost.
Document the final net cost of the new solar PV system to calculate the final rebate amount.
- Apply the rebate as an upfront discount.
The approved rebate amount must be provided as an upfront discount directly on the customer's invoice.
