Guidance

Get up to $10,000 ($11,000 for income-qualified customers) from Silicon Valley Power for replacing an existing heating or cooling system with a highly efficient electric heat pump. To qualify, you must be a City of Santa Clara resident receiving SVP electricity and the new system cannot use gas backup.

Homeowner Tasks

  • Verify your SVP service

    Confirm that your property is located in the City of Santa Clara and served by Silicon Valley Power.

  • Provide a completed W-9 form

    Sign and date an IRS W-9 form within the last 12 months and provide it for tax reporting purposes.

  • Confirm income-qualified status if applicable

    If you are applying for the increased rebate cap, verify your active enrollment in the SVP Financial Assistance Program (FAP).

Contractor Tasks

  • Take pre-installation photos

    Capture photos of the old space heating/cooling system prior to removal, including a clear picture of the manufacturer nameplate label showing the make, model, and serial number.

  • Install a fully electric heat pump system

    Ensure the new system replaces the existing unit and is not a dual-fuel system with a gas backup.

  • Take post-installation photos

    Capture photos of the newly installed electric heat pump equipment, including a clear, legible photo of the new manufacturer nameplate label showing model and serial numbers.

  • Provide an itemized invoice

    Submit a copy of the contractor invoice or receipt showing the purchase price, installation cost, and specific equipment details.

  • Obtain and submit the building permit

    Secure a City of Santa Clara building permit for the installation and upload a copy.

Only one heat pump HVAC rebate is allowed per address every 12 months.
New construction projects, home additions, and dual-fuel systems with gas backup are strictly prohibited and will disqualify the project.
Homeowners enrolled in the SVP Financial Assistance Program (FAP) are eligible for a bonus rebate, increasing the maximum possible amount to $11,000.
Replacing a gas or fossil fuel system yields $3,000 per ton (capped at $10k-$11k), while replacing an electric resistance heater qualifies for a flat $1,000 rebate.
