CleanPowerSF Electrify Your Home: Multifunction Heat Pump Bill Credit

Rebate amount
$2,400 - $3,000

Paid as bill credits, not a check: $50 per month for 48 months ($2,400). CARE or FERA customers automatically get 12 more months ($600, $3,000 total). The rules grant this bonus once, when the customer completes a water heater or heating upgrade, so a heat pump water heater plus an HVAC heat pump comes to $3,000 for a CARE/FERA customer, not $3,600. A single multifunction (air-to-water) heat pump must replace BOTH the existing space heating and the existing water heating and meet the ENERGY STAR 2019 Emerging Technology Award requirements for air-to-water heat pumps (check the AHRI directory); the approved-products list also admits Harvest Thermal PD2A-10, PD2A-SB, PD2B-10 and PD2B-i. The program rules date eligibility from installs on or after 2025-03-15, but the application form says space heating must occur on or after 2026-04-14, so confirm with goelectric@sfwater.org for an earlier install. The customer must stay enrolled in E-ELEC or EV2-A for the credit term, and the application form asks for demand-response enrollment. Credits pause on an expired permit or unresolved DBI correction notice; one award per appliance type per electric meter. A separate heat pump water heater plus a separate HVAC heat pump are two 24-month credits, not this one. Apply after install at https://sfpuc.tfaforms.net/5175395 with outdoor unit, indoor unit and water tank photos (from 10 feet) and nameplates.

CleanPowerSF pays $2,400 in bill credits ($50 a month for 48 months) when one air-to-water heat pump replaces both the space heating and the water heating, or $3,000 (60 months) for CARE/FERA customers.
