The ratepayer-funded framework every Maryland utility administers, and where most of the money on a residential job comes from. Heat pumps, HPWHs, weatherization, and smart thermostats all draw on it, alongside Quick Home Energy Check-ups, Home Performance with ENERGY STAR, and income-eligible tiers. Same measures across the state, different amounts by utility.
Electric + gas — Baltimore Metro
EmPOWER-funded heat pump, HPWH, smart thermostat, and weatherization rebates. Strong tiered incentives on cold-climate heat pumps. Most of your Baltimore-area jobs route through here.
Electric — Montgomery & Prince George's
Big DC-suburb electric utility. EmPOWER rebates on heat pumps, HPWHs, and electrical service upgrades. Ductless mini-split incentives are competitive — bake them into Bethesda / Silver Spring / Bowie quotes.
Natural gas — DC suburbs + Frederick
Gas-side rebates for high-efficiency furnaces, boilers, water heaters, and smart thermostats. Pair with Pepco / Potomac Edison electric rebates on dual-fuel jobs.
Electric — Western & Central MD
Covers Frederick, Hagerstown, Cumberland, and Carroll County. EmPOWER rebates on heat pumps, weatherization, and water heating. Often missed on Western MD quotes — don't leave it on the table.
Eastern Shore + Southern MD
Delmarva covers Salisbury, Ocean City, and the Eastern Shore. SMECO covers Charles, Calvert, and St. Mary's. Both run EmPOWER rebate programs with similar heat pump and HPWH incentives.
State — geothermal, solar, storage
State-funded incentives outside the EmPOWER framework. Geothermal heat pump grants and storage incentives are the standouts — useful for upmarket residential jobs.
Federal — point of sale, income-based
Maryland's rollout is in flight. Income-qualified households get up to $8,000 off heat pumps, $1,750 off HPWHs, and more — at point of sale. Watch for launch dates and get certified early.
